Support the Swift Package Manager: run

SWIFTC=swiftc-pm-android swift build

to build shared libraries for Android (or use the Gradle plugin)

Use Android's version of arc4_random to generate random numbers.

libicu now compiled with libc++_shared instead of gnustl_static.
