PANELISTS

Hallie Stern is the Founder and Director of Digital Rapid Response and Information Strategy for Mad Mirror Media, a digital identity and technology consultancy where she conducts research & development initiatives, teaches courses on disinformation and influence, and investigates anomalies in ad-tech ecosystems and algorithms for gov organizations and private clients. She also works with the Disarm Foundation to develop tools and standards for mitigating online harm related to disinformation, and a member of the Integrity institute.

She holds an M.S. from NYU in Global Security, Conflict, and Cybercrime where she focused on The Human Side of Cyber Conflict, with practicums and fellowships at The Global Disinformation Index, UMD START, the Dept of State, and the Department of Homeland Security. Additional awards include The David L. Boren National Security Fellowship.

Prior to her studies, Hallie spent a year exploring digital communication and data surveillance in Africa, the Mediterranean, and South East Asia. She aims to help both private and public sector entrepreneurs, better navigate their information environments by understanding the stories their digital footprints tell.

Kevin C. Wulfhorst currently serves as a Supervisory Intelligence Analyst with the Federal Bureau of Investigation, Newark NJ Field Office. He leads a team of Intelligence Analysts and Staff Operations Specialists that provide threat intelligence research and analysis to investigations that identify and mitigate threats related to Complex Financial Crime and Healthcare Fraud. He has served in the FBI since 2004, and prior to joining the FBI he was a manager in the Change Management Practice of the Accenture Metro New York Office from 1996 to 2004. He is a subject matter expert on foreign intelligence services and cyber actors targeting critical research and technology information.

Kevin retired from the US Army as a Major General in 2021 with 34 years of military intelligence experience both in the active Army and in the Army Reserve, with service in the Federal Republic of Germany, Kuwait and the Pentagon. In his last assignment, MG Wulfhorst served on active-duty as the Assistant Deputy Chief of Staff for Intelligence, G-2, US Army, from 2016 to 2020, responsible for leading the Army Intelligence Corps of 59,000 Soldiers and a 360 person staff in the Pentagon. He represented the Army G-2 in executive forums with HQDA, Army Secretariat, Joint Staff, the Intelligence Community, Army Commands and served as Senior Army Representative to the Foreign Military Attaché Corps.

Kevin has a B.A. in History and Russian from the Pennsylvania State University, a Masters of Education in Human Services and Human Resource Administration from Boston University, a Masters in Strategic Studies from the US Army War College, and a Master of Science in Strategic Intelligence from the National Intelligence University. Kevin is a FBI Certified Intelligence Officer and holds Intelligence Community Joint Duty certification.

Joshua Obstfeld joined the FBI in 2005, and currently serves as the Senior Supervisory Intelligence Analyst of the FBI’s Newark Field Office, whose area of responsibility includes most of New Jersey. In that role, Josh overseas FBI Newark's Intelligence Branch which is responsible for analysis on all domestic national security and criminal threats. Josh previously served as the FBI’s Senior National Intelligence Officer for China, and as a Unit Chief in the FBI’s Counterintelligence Division. Josh is a recipient of the Director of National Intelligence's Culper Ring Award for Lifetime Achievement, and a two time recipient of the FBI Director's Award for Excellence in Intelligence Analysis. Josh holds an MA in International Relations and a BA in Political Science from Johns Hopkins University.
